In returning the attached letter dated 21st September, from the Colonial Office, the General Prisons Board beg to state that they have made inquiries as to the examination of Warder McMullen prior to their recommendation of him for service in Hong Kong. They have found that while in the Irish Prison Service Warder McMullen was a healthy man, with good physical capacity for the performance of his duties, and without any complaint of varicose veins. During his six years' service he was only three days absent from illness. The Board, however, consider that his examination by the Medical Officer of the Prison, Brigade Surgeon Moriarty, was defective in so far as it omitted to make allowance for the probable development in a tropical climate of a tendency to varicose veins, and the Medical Officer has been informed to this effect.
